Ich kann die Infos von Creme jedenfalls bestätigen, ich habe das auch irgendwo gelesen (und suche mal wo das war)

Hier erstmal die Aussage eines Users auf dem offiziellen Forum:

Soviets = Placed when you start to build them, meaning that they are open to the enemy from the start until ready.
Japanese = You may place the building by only spending the money, and it is instantly usable. The draw back is that it starts with only 1 Hit-point, and will slowly gain full stability.
