But, the fallout spreads throughout the world, intoxicating many people. This action, performed by the GLA, makes the United States track the GLA down and exterminate them.

The story starts in China. China is still communist but is now run by a younger generation, which are trying to make China a superpower. But, there is one problem, the Global Liberation Army (GLA), which is based in China. China has been trying to get rid of the GLA, which, somehow, has access to Chinese military technology. China kicks them out of the country and into neighboring countries. The GLA does not take kindly to this.

The GLA is angry that they had been kicked out of China, their headquarters, so in retaliation they start activating terrorist cells around the world. These cells start testing biochemical warheads, which the rest of the world denounces. The GLA doesn't like all this denouncing and it makes them angrier. They then set off a biochemical warhead in Europe, and launch a biochemical warhead at the United States. Which brings the U.S.A. into the picture.
